5. How much is the mitigation

How much do I pay?

  • residential units  - see table below - contribution per unit
  • tourist units - calculated as a percentage of residential unit contribution (using average occupancy rates)
    • serviced accommodation unit - 56% of the residential unit contribution
    • self-catering accommodation  unit - 52% the residential unit contribution
    • touring pitch - 32% the residential unit contribution

This can be paid by:

  • submitting a Unilateral Undertaking with your planning application agreeing to pay the contribution on commencement of the development. There is an administration fee of £95
  • payment in advance before your application is determined. There is no administration fee for making this payment.  If your application is refused we will refund the payment made (less a £50 admin fee) after the time period for appeal has expired. Please contact 01626 215735 to make the payment and quote your reference number and HRA.

The contribution per unit increases annually by indexation and is calculated using the January Retail Price Index with the contribution per unit increasing in April each year. The contribution payable will be the annual indexed figure that is in place at the time payment is made.

Note - The per unit contributions prior to the report of the South East Devon Habitat Regulations Executive in July 2017 were £96 per unit in Exe only 10k zone and £800 per unit in the Exe-and-Warren 10k zone.  The report in July 2017 revealed a need for these to increase to £221 Exe only and £2,291 Exe-and-Warren.  However the committee resolved that the Exe-and-Warren figure should be offset against SANGS forward funding and remain at £800 per unit.  There was no such resolution to offset the Exe only figure. 

Note - On 18 November 2020 an increase of £6.81 was agreed for each area (sites in both areas increased by 2 x £6.81) to provide required funds for staffing as set out in recommendations 1 and 2 on page 211 and stated on page 214 of the November 2020 report of the South East Devon Habitat Regulations Executive Committee.  This increase has been included in the annual indexation increase on 1 April 2021
