Planning application and next steps

Current position

Mixed use development, including up to 1,210 homes, at Wolborough Barton has been approved by the Secretary of State.

Mixed use development including up to 450 homes at Langford Bridge, adjacent to Kingskerswell Road has been approved by Planning Committee

These applications were for 'outline' planning permission to approve the principle of development.  The next step will be for the land owners to submit 'reserved matters' applications associated with matters like the developers' layout and design.

Wolborough Barton

Mixed use (hybrid application) proposal involving:

  • Outline - Mixed use development comprising up to 1,210 dwellings (C3), a primary school (D1), up to 12,650 sq. m of employment floorspace (B1), two care homes (C2) providing up to 5,500 sq. m of floorspace, up to 1,250 sq.m of community facilities (D1), a local centre (A1/A3/A4/A5) providing up to 1,250 sq. m of floorspace, open space (including play areas, allotments, MUGA), and associated infrastructure. (Means of Access to be determined only)
  • Full - Change of use of existing agricultural buildings to hotel (C1), restaurant (A3) and bar/drinking establishment (A4) uses, involving erection of new build structures, construction of an access road and parking, plus other associated conversion and minor works

The above planning application was submitted under reference 17/01542/MAJ and was not determined by us within the statutory time frame. The applicant appealed to the Planning Inspectorate.

The planning inquiry associated with the appeal ran for 3 days from 26 March 2019 and a 2 further days from 11 June 2019.

The Inspector was Frances Mahoney. Members of the public were permitted to attend the inquiry and, at the Inspector's discretion, express their views.

The appeal documents including the appeal decision, cost decision and a Statement of Common Ground and all the parties' appeal statements and proofs of evidence are available online.

The Inspector's Report for this appeal was passed to the Secretary of State in January 2020 and a decision to approve the scheme (subject to conditions) was issued on 3 June 2020.

Langford Bridge

Mixed use (hybrid application) proposal involving:

  • Outline - residential led mixed use development comprising up to 450 dwellings within Use Class C3, a local centre of up to 279 sq metres (GIA) with in Use Classes A1, A2, A3, D1 and D2, up to 22,000 sq metres of employment uses including all B class uses, infrastructure and associated development including demolition or conversion of existing farm buildings. Points of access and part link road submitted in full detail for approval with all other matters reserved
  • Full -   part link road and vehicular access point to the site from Kingskerswell Road

The above planning application for the east of the allocation was submitted in February 2019 under reference 19/00238/MAJ was been approved by Teignbridge's Planning Committee and the decision notice was issued on 24 July 2020
