About Development Framework Plans
The Local Plan requires some of the larger strategic sites to produce a 'landscape and design led masterplan'. On the 23 September 2014 the Planning Committee endorsed a technical note which sets out an approach that satisfies that policy requirement. It refers to 'Development Framework Plans (DFP)', which is considered to be a more accurate description of what will be required, with the creation of a framework of key infrastructure requirements, land uses and design principles.
The note is advisory and there is scope for flexibility in the approach, provided that the policy requirements can still be met. It helps to set out the type and level of information required, and the level of engagement expected, in preparing these 'DFP'.

NA1 Houghton Barton, Newton Abbot
Land is allocated in the Local Plan (Policy NA1) for at least 1,800 dwellings, 18 hectares of employment, a road linking the A382 to the A383, a primary school, and other community facilities and open spaces. The Houghton Barton (NA1) Development Framework Plan (DFP) was adopted on 5 December 2017. The DFP will be used to help guide planning applications for the Houghton Barton allocation when they are submitted to us.

NA2 Whitehill, Newton Abbot
A site of approximately 30 hectares is allocated at Whitehill to deliver sustainable, high quality mixed-use development.

NA3 Wolborough, Newton Abbot
Land is allocated in the Local Plan (Policy NA3) for at least 1,500 homes, 10 hectares of employment land, a road linking the A381 to the A380, a primary school, community facilities and open spaces.The revised draft Masterplan is being used to help guide planning applications for the Wolborough allocation.
